Pasadena is not a city with some industry attached. It is a city organized around one of the heaviest concentrations of chemical processing in the country. On its east side, the Bayport Industrial District, created in 1970, covers roughly 8,500 acres and holds more than 60 chemical plants, which makes it one of the largest private industrial complexes in the United States, per Wikipedia's Bayport Industrial District entry. Chevron acquired the Pasadena Refinery on May 1, 2019 and completed a 2024 upgrade that raised its light crude processing capacity by nearly 15 percent, to 125,000 barrels per day, per Chevron's newsroom. And on the water, Port Houston's Bayport Container Terminal sits on the Bayport Ship Channel directly beside the industrial complex; it is one of the two container terminals that together moved a record 4.14 million TEUs in 2024, per Port Houston.

Texas refineries can process almost 6.3 million barrels of crude oil per day, roughly one third of the national refining capacity, and the state leads the country in chemical production with more than 130,000 workers in refining and chemical products, per the Office of the Texas Governor.
